One result of the conference was the formulation of a research program containing some specified goals. We shall return to this, but first of all we would like to introduce a number of considerations voiced at the conference. Now, the participants were recruited from everywhere except the business sector, and the considerations have the character of accusations. They are, however, not specific to the participants, but on the contrary a mere reflection of some general opinions in the Nordic countries. So we believe it is of some importance to set out the accusations in detail.
