Abstract:
In working with UNICEF in Somalia and Sudan, we are often faced with questions of how. How do we go about informing our programming? How do we identify those most in need? How do we measure the effectiveness of our humanitarian assistance interventions? In short, how do we collect and synthesize information so that UNICEF as an organisation can live up to its mission? There is no methodological guide, little literature, and few past examples, which tell us how to do such things. The real question we face is: How do you do what has never been done?
