Introduction
Abstract:
The theme chosen by the Programme Committee is "The Government and the People". Taken separately, these two concepts are clear enough, but linked together, they give a rather vague idea of what the programme is about. The Programme Committee has fortunately given me some guidance by observing that it believes that the concept of using research on social issues so as to enable Government to provide what people need or want, is more advanced in Europe than in the USA.
