Abstract:
This paper describes the development of a feasibility study amongst top decision-makers in the European Union carried out on behalf of the European Commission. The survey was conducted in all fifteen member states of the Union and covered five main groups of position holders, namely: elected politicians, civil servants, business leaders, the media and, finally, social, cultural and religious leaders. There is a review of the methodology developed and a brief discussion of the results obtained.
